Nice concept, but what happens when a year later and you need to expand the tunnel again to add yet another new lane or ramp.
All that substructure and foundation will need to be redone and the tolls will keep feeding the beast.

I have no envy of the Houston roads, but damn that is one huge network of highways.

I would love to tour all the Houston toll roads. I would take all the managed lanes then swing around the beltway loops, and then somehow end up back where I started. This would probably take about a full day of driving, two tanks of gas and rack up about a 100 dollars in tolls in a day, so I should get a Texas Tag for a discount.

Austin is considering it for I-35 which is a clusterfrick almost as good as the BR bridge. If Austin goes in the bridge debacle may be second fiddle to the worst thing in the country, but then again Austin has sort of loops so maybe not.

Roads are designed to take on water help prevent building flooding.

Generally people in Houston aren’t driving when hurricanes hit like Harvey and the tax day floods.

It’s just part of life here

We’re talking about downtown, not the never ending amount of land out in suburbia. The roadways that are going under ground are currently raised above ground and haven’t been expanded in a long time due to lack of space to expand, so this isn’t an issue like you think it will be.

There are already several sections of 59 and 45 that are below grade and flood during heavy rains and flood events. Once the water recedes they just clean it up and move on with life. Not sure why people are that concerned with flooding. I’m honestly more concerned with the drug addicts and homeless currently under the overpasses ruining those areas than the tunnel flooding.
