BS. The equipment is extremely expensive to perform the inspections, and the place gets close to nothing for doing it.
Honestly, they probably lose money when you include time, overhead etc.

Because vehicles don't ever have issues that make them unsafe to drive a long time before their brake tags expire
In 17 years of driving, I've only had ONE time when the inspection sticker guy actually did anything more than check to see if lights and turn signals worked. And that guy just drove my car around the gas station parking lot and hit the brakes 2-3 times.

They have what seems like a tenth of the town of Lafayette driving around with at least one of the two brake lights out. I see 4-5 every day on the way the work and then another 4-5 on the way home. All with current inspection stickers.

Any studies done to show the program's effectiveness?
Answer must be yes, right? This program has been in place for a long, long, long time. Did Huey P. create it? Uncle Earl?

Same law just passed the Texas House as well. Only vehicles which would need to continue inspection would be commercial vehicles.

What is the longest you have gone without getting an inspection sticker? And did you get ticketed?
A) 1-3 months
B) 3-12 months
C) 1-3 years
D) 3+ years
E) never

This doesn't do anything to keep shitty cars off the road. My family had a POS car that me and my brother each used at times around high school and college. This car should have never been able to pass inspection because the tail lights would never work. We had a temporary solution that would fix them for about a week. We'd do that then bring it to a shady inspection place and problem solved.
We ended up donating the car to auction about 5 years ago. I think it sold for $200.

It's effective in bringing in money to the state coffers. Does that count?

I've never been caught with an expired sticker, but I did roll through a checkpoint with a failed sticker more than 30 days after the inspection (different car than above, it had a brake light out and I didn't know).
I told the officer that I had the light fixed but hadn't had time to go back to the inspection place yet, and he let me go without a ticket. Guess that was my white privilege.

They must be using weaker glue these days. Mine started peeling off on its own after a couple of months.
