Yeah, that sounds not great.
So now residents can enjoy the benefits an HOA provides but not have to pay for it? Or I get to pay a couple hundred a month to make sure my neighbors mow their grass regularly and don't have an El Camino on blocks in their front yard unless they opt out?

Hope they are allowing for due process for each one of those tickets. It sounds like they aren't.

This isn't about speeding, this is about generating revenue.
Speeding in a neighborhood with a reasonable speed limit is trashy. 17 is not a reasonable speed limit... who comes up with that?
Putting obstacles in the road (speed bumps) should be illegal. I have never met a speed bump that you could safely ride over at the speed limit.
You will probably get more people setting records on this thing than people slowing down because of it, I bet it increases speeding in the area.
A lien on your house is very hard to enforce, even if the government has a lien. Most often they will get paid if you sell, but even tax sales are hard for the "buyer" to enforce.

They should require members to link a bank account to a HOA bank account so they can just transfer funds when a violation occurs.

In many States, HOAs are allowed to seek a judicial foreclosure for fees owed over a certain amount..$2k in Georgia. Typically after they attempt to collect and lien is placed. You don’t show up to defend and they can foreclose with only a goal of collecting their fees. It has been done numerous times in Georgia. The former owner is then still left with a debt to the mortgage company.
The can foreclose despite a mortgage existing. The mortgage lien remains in the property. Former owner loses any equity they had .

It is could be said it is the HOA but it is probably the management company they hire. That is what happens where I live. Don’t dare have your garbage or recycle out to long. They just get paid more to fine people. Nothing anyone can do.

leaving all the good logic in the 5 pages of comment before me, it all boils down to.........
when the hoa sues, it uses member dues to pay the legal fees and if successful the fees remain constant. If not successful then it has to raise member dues to pay for the next lawsuit.
when the homeowner member sues it has to pay his personnel lawyer much bucks for his cost while continuing to pay dues for the hoa costs encountered by his law suit
it is a racket set up against the homeowner. Hoa's serve little purpose not provided by local gov't rules

As much as I think of HOA presidents as being little yellow bellies there is no reason to drive like a bat out of hell through a subdivision full of kids.
Your time is not as fricking valuable as the life of some kid.
Having said that I still think of HOAs as being run by a bunch of neutered fruitbois.

To do it right, you’d redesign the road.
This a good small town example.
The road narrows at the crosswalk, drivers will naturally slow because it’s narrower, and the crosswalk itself is brick, so you get more vibrations driving over it, which slows drivers too.
