It is my understanding that sodomy means using an instrument of some sort to enter a victim’s orifice. If that’s correct, SHE is being charged with sodomy, meaning she used a dildo or something on HIM. Maybe I’m wrong, but that’s my take.

Your understanding is incorrect. Sodomy is simply the exchange between genitals and orifice. Who is doing the insertion doesn't matter.
A non-work computer search for Missouri law defines "second degree statutory sodomy" as any deviate sexual act between a person 21 or older and another person under the age of 17. "Deviate sexual intercourse" is then defined as anything other than vaginal intercourse between a man and a woman. This would include handy-js.
