Obviously you don’t pay for it. Period.
This. As stewards of public funds, you can't pay for that kind of work. The carpet company needs to make it right.
Too bad because the rest of the building is coming along beautifully. The entire building renovation has taken FOREVER though.

I seriously doubt the contract language said anything to the effect of "carpet must be laid so that the overall pattern is visible"
Company did what they were told to do. They ain't gonna fix it for free.
Proper installation is part of the job. Its not proper installation if you lay the pattern completely wrong and mismatched.
If the contractor won’t make it right, you make a claim against their contractor’s general liability insurance and then they can deal with higher insurance rates and/or possibly being dropped by their insurer.

Scottsdale, Arizona,
Company probably has competent labor in Arizona that they don’t have to babysit so they didn’t think there was a need.
Company probably hired local incompetent labor and discovered the difference between competent workers vs, Mississippi workers.

awarded low-bidder
There it is.
A low bid company out of Arizona doing installs in Biloxi should have set off alarm bells.

I seriously doubt you've seen any type of material and labor contract.

A lot of high traffic venues choose elaborate, varied carpet designs since you can't see trash etc on the floor as well vs pure black
Yep. Casino carpets are known for this.
I can usually tell a place’s ownership by the design of the carpets.

I seriously doubt there's any significant language that would require the vendor to replace the carpet.
This was a contract that was likely let by local yokels on a LPTA basis.
No one thought to question why they got 2 bids in competitive range, and one bid significantly lower than the other two?
So, of course you go with the lowest bid from a company 1500 miles away...
What could go wrong?

The city awarded low-bidder Continental Flooring Co., headquartered in Scottsdale, Arizona, a contract in August to supply and install the carpet squares for $73,100. Two South Mississippi companies submitted higher bids for the work, the records show.
Get what you pay for and sourcing out of state
Should have gone with the local companies to support the local economy. Probably would have been done right and if not you’d have a much easier time getting them to fix it so their reputation isn’t ruined in the area

And if he’s been paid already he’s not going to fix it and his boss won’t give a crap. I lived in Diamondhead and dealt with MS. contractors.
