Not sure what the hell he needs to survey. He can flip a TV on and see how catastrophic it is just there. I guess he just wants to see it with his own eyes.

How can you declare state of emergency if it isnt even bad enough to close schools?

That's a good point. Got to do it for politics all of them do it after a natural disaster anyway.
Speaking of that, I remember Obama taking his sweet arse time last year when we flooded. So yeah, when you put it into that perspective it makes sense.

I could be wrong, so someone correct me if I am.
I believe you have to declare a state of emergency before the federal government can provide assistance. Therefore you declare for a state of emergency just in case you need help so that you don't delay relief.
