The flow out of the gulf won't abate until Harvey is due east and moving north of the area. Until then, gulf air will be forced toward Houston and as it gets frictional interactions with the land the incoming air will stack on top of the low level stuff getting slowed down provided a mechanism for continued lift and rainfall.
Dry air being brought around will help limit the efficiency of the process at least.

I lived in Natchitoches for 10+ years and went to NSU. Area handles water pretty well. Cane river is pretty low so even if it floods it doesn't affect Natchitoches.
Sibley Lake can flood at times. Usually the areas effected by that are the corner of University PKWY (HWY 6) and the HWY 1 bypass. This usually effects the grocery store (Kroger), Sonic and potentially Frog Pond Apartments.
The other area is on Texas Street by Sibley Lake Drive. That road usually flood with significant rain.
Other than those two spots Natchitoches is pretty safe in flooding and the campus usually a pretty safe place to be.
Don't want to worry you about frog pond, while I've seen it flood I've never seen water actually enter the apartments, have just seen the parking lot with a few inches. Not something you would want to drive through but also nothing life threatening.

The band currently focused on New Iberia area dropped 3-4" from 9-10AM south of Abbeville. Flash flooding concerns will move east with the band over the next few hours.
