The center is now back over water in Matagorda Bay. The hope is that the prolonged cloud shield and thunderstorms over the northwestern gulf has cooled the water enough to slow down redevelopment. Bay temperatures look to be in the 25C range, which is a bit cool. Further out to sea (around 42019) is over to 27C; warm enough for development.
further north near Galveston at 42035 the water temps are still over 29C. If it waits that long before getting back inland we should see some significant restrengthening.
I expect most forecasts to keep it as a weak tropical storm to account for the variance in over-water track, but the potential is there for it to become a hurricane again in the worst case scenarios.

As indicated yesterday afternoon reddit mts predicted correctly that this system is going to make a dramatic shift to the east those in laffy and even in western side of EBR needs to be very alert.
