Because Mutt Lange wasn't the producer and co-writer on that album, and thus it flopped.
She owes her entire career to Lange. He made over her image and gave her some of the most well-produced and well written pop songs of the last 40 years to bank on.. And it worked. Add in her looks (which he exploited way more) and it culminates into the biggest female country album of all time in 1997.
BTW, Lange was not a country producer before Shania. He made his bones producing the likes of prime AC/DC, Def Leopard, Bryan Adams, The Cars, Michael Bolton, Billy Ocean, etc.
The talent she had behind her was immeasurable, and it showed in her work. Those songs from the 90s are tremendous.
Now, in saying all that....continental conquests have been be started over her in ancient times. She's simply one of the most captivating creatures ever to walk the Earth...
