I don't have any felonies, so nothing would show up if a cop searched my record. But I've spoke with an attorney, I can pay him 3k to have my record expunged or do it myself for $400. It's just dumb that I can own them but I'm not able to buy them.

Does Louisiana not have a law were you skip the NICS check if you have a CCW? Kentucky does. I don’t remember the last time I had to get a NICS check for a firearm purchase cause I had my CCDW.
Having worked in the gun business for 10 years, you could get delayed for many reasons. Common or similar name to someone else, not putting correct info on the 4473. It’s not always about busy times. During slow period, people got delayed and during the 2013 panic buy, I went weeks without a customer getting delayed.

Bought a gun recently. It’s completely because there’s a huge backlog of gun buyers now. I got called a few days later with no issues.

The FFL does not HAVE to run the NICS if you have your CCP , but they certainly can if they want to. Many FFLs don’t even know about the law that says they don’t have to. Others still run it anyway to CYA.

In Florida a CCL does not preclude you from a background check, but it does allow you to take it home that day vs waiting 3 days

I once got a delay. Got online and learned the NICS computer system had been down, so they were all delayed a bit. Cleared in a couple days.

I don't think it precisely precludes you from the federal background check. Rather it IS your federal background check. The feds have a bunch of checkboxes they require for a clear background check that lets you take possession of a gun. If the background check requirements of your state to have a valid CHP are at least as stringent as the federal background check to transfer a gun, then the feds consider that valid CHP to be acceptable as the background check without having to consult their databases.
It makes sense when you think of like that; if you pop on any of the federal databases that will preclude you from buying a weapon, part of the feds accepting the valid CHP is that your state's database will have that information as well and your CHP will be invalid and show up as such when the FFL checks the number for validity.
If you're curious, here's Louisiana's CHP status check. You type a number in and it tells you if it's not in the database, active, reinstated, inactive, etc. That's it.
Now THEY know who you are...

Same happened to me a few weeks ago. Applied on a Sunday (I think, weekend for sure). Said there was a hold placed on it with no explanation of why. The gun shop got with me on Wednesday and said I could come pick up my pistol.
Never did get an explanation why. And never had anything like that happen before and I have a small arsenal.
