First off I know nothing about the laws and I am just going on common sense..
The hospital just won't just test anyone. They test people that they feel are infected. As far as this guy's rights? Not sure but he could potentially go out and infect people and they could die..

Man, I've been held in a hospital, they don't give a flying mother frick about lawyer or your rights, and if you care to fight, they will take you to the far room in the left and legitimately rough you up. When you're given strict instructions in a hospital you better fricking follow them, if you don't, you will end up an incredibly hurt unit. HIPPA and lawyers go out the window, it's almost like your at CIA black site, what happens to you will not be recorded, you will have no proof, no one will vouch for you.
I would bet my house and future that this man was out in a mental facility for at least 14 days.

Hospitals can do as they please, and they will if they think you're young and stupid like I was. I had just turned 18, and went away for college. I got very sick; I was vomiting, and had a fever, and the whole nine. My roommates dragged me to the hospital (I would tell them that I was fine and I would sleep it off). Long story short, they wanted to admit me, and I told them it wasn't necessary. They would not let me leave. Next thing I know, I am going to surgery. It turns out that I had an abdominal abscess that burst and it almost killed me.
It turned into a nightmare, as I had several complications; several surgeries followed, and I had pneumonia. I ended up being in the hospital for three and a half months; almost three months were spent in ICU (three weeks in a regular room trying to rehab). They stated that I was "borderline invalid" and used restraints for almost all of that time in ICU (don't give me percocet, though). It was the loneliest three months of my life. If you piss them off, you'll regret it. Hospitals are crooked and as dirty as sin.

Psych wards are just as unforgiving and lonely, maybe things will change after this, although I doubt it.

1) don't show up to hospital if you don't want to get tested
2) he went to hospital to try and start something like this about being forced, that is why he had the camera ready to go
