Sounds like you should have been an identical twin like me. It makes the choice easier. Chose the one you want. Y'all are all family. It honestly shouldn't matter.

Lived through this situation.

No way you are as close to the 21 year old as someone you had to have spent every waking hour with growing up.

Your relationships are not the same.
The younger one will actually understand.

You pick the 28 year old brother, and then seat the 21 year old next to you at the reception table.

My cousin had my uncle (his dad) as best man in his wedding. He is an only child, and his dad pretty much was his best friend, fishing and hunting buddy, coach, etc.

Never heard my uncle say anything about it before or after, but you could tell at the wedding he couldn't have been any happier..

Go neutral and pick your dad. I was in a wedding in January and my buddy had his dad as his best man. I thought it was awesome.
