Because decentralized guerrilla insurgent groups don’t give a single frick about the civilian population. They purposely blend in with the civilian population by dressing like them and hanging out in civilian zones. They spread their numbers around vast, remote areas in small groups where it’s hard to find them.
It’s why Arabs are awful professional soldiers but make for good insurgents. It goes back to the pre-oil Gulf boom when they had to survive in the harsh Arabian desert climate by living as nomadic clans.

This. Same thing in Vietnam, Iraq, Afghanistan. You never know if the guy beside you is going to try to kill you. And if any local rats them out, the local gets killed.

If they actually did how were the same people/nations around for others to re-destroy. You are aware Joshua supposedly eradicated the Canaanites.... But then so did Saul, as did David, and then finally Solomon enslaved them.

Not really genocide. This action would be responding to a military act of damage and death...Genocide is "The systematic and widespread extermination or attempted extermination of a national, racial, religious, or ethnic group." Houthis are a militia...not a group.
