You are told at the muster drill to not sit children on the banisters around the ship, glass or not. There is no excuse for the grandfather placing the child in that danger whether he thought there was glass behind the child or not.

If its any case, it's time for those windows to be permanently closed and sealed shut in place.
Can't trust people to not be smart and not put a goddamn toddler on that rail.
Once someone is stupid enough to do that and it actually results in death, it's ruined for everyone and precautions has to be taken.

This. Additionally, its most likely that they were contacted by lawyers not that they contacted lawyers. Multiple ambulance chasing lawyers probably called them up and told them they should act now to get back at the cruise ship, that they didn't do anything wrong, etc.

There are a few places on ships that the railing is only about 5' high, some people actually like to see out without glass in the way. I guess the only solution is 7' high railings all around every space.
