You can’t have this both ways, if you believe all these numbers of positive cases and you’re a functioning human who goes out into the world it’s statistically almost impossible that you haven’t been exposed to someone that has it.
If you’re the latter and you’ve shut yourself in your home then the mask and shut down measures do not effect you and you can continue to shut in while the rest of us resume our lives.

Target here has a sign saying mask required to enter. Ok. I walk in with it and then it’s in my purse.

While I can’t provide a link, I listened to the press conference live and it was definitely said. The question I have is...did the other states that lifted the restrictions lose their funding? It would seem as though they would have already experienced this scenario.

Not sure if it is lifting restrictions vs ending state of emergency.
Stafford Act would be enacted for the state of emergency declaration. Louisiana may be seen as saying that we are no longer under an emergency declaration. Whereas Florida might still be under one despite their restrictions being almost non-existent.

What are the caveats on this power?
I'm kind of horrified at the prospect of individual Louisiana health codes being at the whims of the Louisiana state legislature.

Uh, yeah - assuming you mean THE DEPARTMENT OF HEALTH. Not sure why you'd trust the legislature more than the department of health. The LDH has to report to somebody and that happens to be the governor because it's a part of the executive branch.
Imagine if the US House of Representatives got to control all the functions of the federal government that are currently in the executive branch. The FBI, ICE, Health, etc.
