Got brake checked today. What should I have done?

a-hole was riding mine as I passed a few cars. I was in the left lane for all of maybe 30 seconds, and this was downtown, not on a highway. Anyway, as soon as I get over he whips by, cuts me off and slams his brakes. Had I not been expecting it coming I sure as shite would've rear ended.
My takeaway is that I'm immediately ordering a dash cam for shite like this in the future. What could i have done at the time to have established dominance?

Edit: Dash cam saved a co-worker in a very similar situation from being at fault.
