"Common sense water management solutions" won't put more water in the Colorado River, which is where Southern California gets its water. It already doesn't reach the sea most years. Sucking the Sacramento Delta dry and wiping out the smelt won't put a dent in the problem, either.

The dirty little secret is most of California's water goes to agriculture, and growing irrigation-intensive crops in the desert. The problem in California is not environmentalists, it's demand, both urban and rural.

Theres a similar drain in Turtle Creek in Dallas. Surrounded by $5-10million homes. Better than flooding the area I guess...

Lake Berryessa is where one of the Zodiac attacks took place. The Glory Hole was not involved, as far as I know.

They compared it to 25 years ago, so it's far from common. Parts of Sanoma got 20" of rain in a single day. Santa Rosa shattered their all time records for daily rainfall. If you don't like "extreme", fine, a rare and impactful result.
