What does that tell you?
California always has the highest gas prices. Mire than Alaska and Hawaii where shipping costs are exaggerated.

The fuel policy in California is driven by progressive misunderstanding of economics, not who's in office in DC

For the record, The State gas tax rose 12 cents a gallon 6 months ago, and is increasing 5.6 % more in July thanks to Democrat Party support. So this just gets better in Summer.
The burden for this of course falls on low income people. But everybody in Cali is rich, right ? Wrong, California actually has NINETEEN percent of its population living BELOW the poverty line. Not only the highest total by far but also the highest rate. Around eight MILLION people. One in three people receiving welfare in America is in One state- California even though they only have 12 % of the population.Oops.
But at least they have cheap housing, right ? Yeah, median housing in greater Southern California is only 535k. But at least public education is awesome and they have a handle on Illegal Immigration, right?

California is the Pro-Gasoline state but what they really need to grow their economy is to increase the gasoline tax by a mere .60 cents a gallon so the state can build their own Refinery.
The smart legislators in Louisiana are only proposing a .25 cent per gallon increase this session or a measly $5 dollars per fill-up for those who have 20 gallon tanks to balance our budget and build a road.

I wish the same would happen in Louisiana.
I don't doubt politicians would steal it, but there is little choice for fixing infrastructure other than raising taxes. And gas tax is the best way to do it.
