Police can arrest you if they see or smell anything in plain view in your vehicle. I would submit that a steaming pile of shite checks both of those boxes in this case.

He clearly had 3 violations. At that point if the officer feels like its safer to conduct his business with the driver outside of the vehicle, he has the authority to have him step out and like the above poster indicated, the Supreme Court has given LEOs that authority. This may not necessarily have been to search his vehicle, its just easier to watch someone if they are directly in front of you with their hands in plain sight. Again officer discretion

Pretty savvy PR move by the cops tbh, even if it wasn't completely intended. Gravy had that camera focused on his titties but the cops knew it was running.
