Louisiana's constitution empowers the governor to issue executive orders and regulations based on existing law. He didn't make this up out of no where.
Again if you think this is unlawful your local court is a more worthy recipient of your time than arguing with a random guy on the internet.

It is unconstitutional as Jeff Landry said. I have no reason to sue because my business was deemed essential since day one and we haven't missed a beat.
I have no doubt the state will be fighting lawsuits for years over this and rightfully so.

What he made up was the threat a specific type of business posed so that he could show everyone he could do what he wanted.
Again, there is no difference in a bar, a restaurant bar, a bowling alley bar & a casino bar but only 1 of those got shut down.
In fact, statewide bars are paying for the breakout of cases in Tigerland.
Anyone with a little common sense would have implemented a curfew which would have left neighborhood bars alone.
