I went to grad school at UCSD. It's a great school and hard to find a more picturesque campus setting on the Pacific cliffs in La Joya.

This may or may not be true
Back in 83 I graduated from a very small (280-ish students K-12) private school. Mr. Everything at the local county school, who we were somewhat socially acquainted with supposedly got a 12 on the ACT. His mother went ballistic. His dad went to said HS in the early 50's (with my dad) and had a successful career in the local industry and needless to say it did not go over well the BMOC could not get into the local major SEC school.
Point being, it's not a new phenomenon.

It's worse, many HBCU's do the same, they graduate with out any meaningful technical skills sporting a 3.5+.
Simply because their professors believe as long as they get a job, they can hire others, and then sue for racism if they are fired.

What was the matter with no child left behind? It had a lot of good things, private school support, testing (which is good so the teacher just give out an A), strict standards, etc.

I don't think that no child left behind caused but, a lack of doing NCLB caused it.
NCLB was supposed to test kids every year and if you didn't pass, you get left back and have to repeat the grade. That is not happening now.
I went to a USA and also a German High School and half my German classmates had gotten left behind at least once, some more than that.

Follow the dollar. NCLB gave schools a financial incentive to pass failing students.
