Depends on your perspective. For me Ida was worst for wind. Katrina was worst for flooding. 6ft at my house in Lakeview, no wind damage. Ida's winds blew in my garage door. I'll take the garage door damage over the 6 ft of water.

I think it's a pretty straightforward agreement:

Rates are regulated by the state (Entergy LA), and Entergy tallies up all the post-storm efforts/costs, gives it to the regulator, and then it is put on everyone's bills over a period of X years.

It will be interesting to see what recon finds here in a bit. There have been some massive hot towers going up this afternoon and evening near the center.

Not sure what a “massive hot tower” is but in regards to a hurricane, I feel like I don’t like it….

they're talking the storms and storms alone. Ida was a worse storm absolutely. Katrina had worse impacts because of the levee breaches. Ida did more damage from wind and rain than Katrina did.
