You have how that whole thing works pretty mixed up. His mother and her mother are first cousins once removed. He and her mother are second cousins. He and she are second cousins once removed.

Yes. First cousins share a common set of grandparents (or at least 1). Second cousins share a common set of great-grandparents (again, or at least 1). So, in the case of this girl - you are second cousins with either her mother or father, making you and the girl, second cousins, once removed.
Now, "cousin" marriage being prohibited is a relatively new thing - for example, it was virtually unheard of for it to be restricted in the United States prior to the Civil War. Currently, first cousin marriages are allowed in approximately 20 U.S. jurisdictions (19 states and D.C.). I don't think any place outlaws second cousin marriage, and you're 1 step further. I don't think there is even a biblical restriction (if you're concerned about such matters).
