Like any secure perimeter, the guards are generally at the access points and critical infrastructure (and general officers, by the way). It becomes a single point of failure, to a degree.

At Fort Polk, I couldn't find a round for my M14 in the early 60s unless I had snuck it out from the range.
For that matter, the rifles were locked up unless we were training.
