So just to confirm. He didn't do anything thay he personally benefited from correct? He bent the rules or did something shady to push through something that was beneficial for his constituents?
More likely than not he'd help his buds cover up any misappropriation than expose it IMO. After all, I believe that year or year prior Josh was under investigations for his LLC dealings with Rigid Construction as a center of the investigation as they had done over $54 million dollars in work for LCG.

I remember a story about JG’s wife or brother being a member of an LLC that may have been doing something with Rigid. There may be smoke to a kickback fire, but it would be ballsy to tie it to this project.

And look, I liked Josh’s philosophy of getting out there and trying to do something to help the drainage system in Lafayette Parish after previous Mayor Presidents did little but give excuses. The drainage ditches and concrete coulees absolutely get cleared out during his administration at a rate better than previous.
Now…I’m not a governmental or environmental lawyer, so I have no idea if he really overstepped his bounds here to the point of needing to be arrested and charged criminally. I do know in the case of owning property as an undivided owner with another party that he may have violated some sort of civil law in removing soils and not compensating the other party, but in my unprofessional opinion, that sounds like civil damages, which I’d think Lafayette Parish would owe.

What people fail to understand is that on the Lafayette side of Bayou Vermillion, there lies an escarpment where elevation increases by dozens of feet. Supposedly this was intended to help his "constituents" but there aren't many in the area of this project that would benefit from it.
If he really wanted to help that part of Lafayette Parish, he would have moved the spoils to the Lafayette side of the bayou in the "Longbridge" area which floods all the time.
But that's a relatively low income area and likely not many Guillory supporters in that area though so he chose to do it in an inconsequential area where his supporters could benefit instead.

This is the summary of the La Legislative Auditors Office
In February 2022, the Lafayette Consolidated Government (LCG) undertook a
public works project involving the removal of a spoil bank originally constructed by
the U.S. Army Corps of Engineers (USACE) in the 1950s. The spoil bank was
located on the St. Martin Parish side of the Vermilion River and was excavated and
reconstructed on the Lafayette Parish side, allegedly for flood mitigation purposes.
Our investigative audit determined that LCG executed this project without securing
the required legal authority, land rights, or permits — raising significant legal,
regulatory, and intergovernmental concerns. Specifically, LCG expended public
funds outside of its jurisdiction without a joint service agreement or cooperative
endeavor agreement, as required by its Home Rule Charter and Louisiana law;
performed work on land that LCG did not fully own, without documented consent
from a known co-owner; failed to obtain a local permit from St. Martin Parish
Government (SMP); withdrew its federal permit application from USACE but
proceeded with the project regardless. These actions potentially violated LCG’s
charter, an SMP ordinance, and multiple provisions of state and federal law.

I'd love to know if the city owns this property at the end of Kaliste Saloom and if this was one of the 'no-bid contracts'. In this aerial you can see the construction fencing. It was printed with Rigid Constructors. They spent months grading this slightly unlevel land.
It doesn't look much different than it did before. Why grade an empty property with no construction projects lined up?

I mean this was made public knowledge in St Martin Parish, but he kept on with it despite the extremely marginal benefits to Lafayette Parish. There must have been some other motivations besides "flood control" help to his "constituents".

According to the Lafayette Parish Assessor's website that lot and all the wooded property behind it to the Bayou Vermillion belongs to an entity called Ronnie White Custon Homes LLC

Tax Assessor's website says Ronnie White Custom Homes LLC and the 11 acres was bought for 1.2 million in 2021.

That’s a fair assessment. I’ll admit I just read a few articles and didn’t do a deep dive into. The articles you posted paint a different story. All in all it’s a pissing contest between Big Brother Lafayette Parish and Little Brother St Martin Parish. No one wins in this scenario.
