They have the MPEP (manual) for these types of things that are updated with recent cases and give them guidelines. However, subject matter eligibility is very nebulous - even for veteran prosecution/litigators.
They do take in the prior art for consideration. You're making a 103 argument which is called obviousness (combining more than one reference/prior art). There are also guidelines for this. The Examiner will typically not grant the application on the first pass because of this and the applicant will try and argue something novel of the invention or amend the claims to make them more narrow.

The issue is they want to recover it and this wouldn’t help. They want it to drive off private property so tow trucks can get it without going onto private property.
If owners disable battery that keeps it on private property and prevents tow trucks from getting it.
However, if Ford disengages the electronics then the past due owner can’t drive it ever until paid.

Surely if they can do this they can make the car drive to the dealership to get recalls fixed and email the owner they will be back in 30 days or less.

Alan Mulally, Ford CEO at the time averted the disaster and bail outs. However, Ford asked the Federal government for a 9 billion dollar line of credit just in case the economy got worsened.
