And this is why Cities like St.Louis have a mandated %15/20% tip included in the bill, after 7pm. It was so bad, the dining and dashing, and no tipping, that they had to make it City law(ordinance?).

I heard from former Fox and The Hound employees that for UFC fights, LSU football games and other large TV events, people walking out on their tab was a common occurrence. A former manager said it was rampant.

This sort of crap is what puts places out of business. There’s several places near me that’s struggling to keep people employed because of jerks like this.

This is so false. Auto gratuity isn’t even auto. It still has to be manually applied by the server or their managers, and I’ve known servers that will skip the forced gratuity because they think they’ll get more out of a table if they don’t.
Also, servers have always been required to report all of their tips, most simply claim their tips from cards because that’s documented. A lot of servers don’t report their cash tips. I also don’t get what Obama has to do with it.
