Both have a serious problem, but Vancouver is known for it's "poverty industry" and attracts people from all over Canada for the resources they have for the poor and homeless. Better to be homeless in Vancouver than Calgary.

Vancouver is the only city I've been to where I've seen heroin offered straight to me on the streets. Not once, but about 20 times on the same block.

Vancouver is the place to be if you are homeless. You must have an incredibly limited scope of Vancouver.

I like Atlanta where I live. Calgary is one of my favorite cities if you opened it up to North America, and Vancouver is great as well because of Stanley Park, the people, and other attractions despite the large number of homeless.
