To the homeslice stating DC is not a city I would enjoy some factual evidence of such.
As for my 3, I would have to go with:
NYC
Estes Park, CO
Sonoma, CA
Tons of quality competition though. Unfortunately this would have been easier if it was three worldwide cities.

Same with Scottsdale: city is impressive for one visit. Bigger than you expect and very new and clean looking.
It's only upon subsequent trips that you realize the cities have no soul and are boring. They are the anti New Orleans. Nola is ugly, yet full of "joy of life" and always something going on.

I am going to remove DC as I live and love it here..
New Orleans - love the different areas, love the vibe
Chicago - the greatest American city we have...it is not like NYC which is so international..but still has the the traditional america feel
San Diego - the beaches, the downtown, the food...
