Typically the major city or county for which the airport is located. They’ll often have a board or commission appointed by the governmental entity that the staff reports to.

Funded by FAA grants, airplane landing fees, gate leases, rental car taxes, other taxes, and other lease revenue (food services, hangars, warehouses)

Municipalities own them and they are funded by taxpayers, although the airlines themselves will occasionally invest in terminal remodels. They generate income by charging landing fees, taking a percentage of vendor sales, etc. Which is, of course, passed on to you. This video does a good job of breaking down the cost of an airline ticket LINK

In Atlanta it’s funded by the city and then The mayor and his/her friends get the bribes related to the leases

Trivia fact of the day.

The airport in Branson, MO is the only privately owned and operated commercial service airport in the whole country.

As has been stated, usually the state or municipality. There is also a lot of federal money to build airports. There is basically an airport in any podunk town, and those that don't have one will likely get one.

One of the reasons is that is gives emergency landing options for all of the air traffic that is in the sky.

If you've ever flown on a private plane, it's amazing how many airports there are. You are never more than about 10-20 minutes from an airport at any time.

A Southwest flight once landed at a neighboring air strip by mistake.

Southwest Airlines pilots who recently landed at the wrong airport in Missouri have told investigators they were confused by the small airport's runway lights, believing it to be a larger airport in nearby Branson, the National Transportation Safety Board said Friday.

I invested in a private airport. We don't accept commercial flights however. But we are banking.

Funding was entirely via private investors.
