From what I read, it wasn't a matter of a lack of resources.
It was a matter of, the facility didn't have the capability.

Steel poles are not suited for distribution due to the low basic insulation levels. You have to overcome the BIL of a steel pole with larger insulators and spacing. This is available on transmission lines/structures/rights of way, but not at the distribution level. Especially not in New Orleans with narrow roads and large tree canopy. It would require a cross arm at 12ft or more.
All that to say, steel poles are not the “easy” answer. And they are still rated at the same wind loading per the NEC requirement.

It's worse than that. They realize that more jobs = more residents and they think they will lose control. Everything is a zero sum game for them. They don't believe in expanding the pie.
