I only do that when I'm joking around.
But, I do say things like, "Me, I'm hungry." (or going to wherever, going to do whatever, etc.)

Bad at grammar. Those are two independent clauses joined by an improper comma splice. They should be two sentences, and neither of those two sentences starts with the word "I" and ends with the word "me".

It's a direct result of people directly translating French to English. In French I and Me and You goes at the end of the sentence
