Yeah, I'm from Louisiana. I'm just smart enough to know what a shite hole it is, and that getting out was the best thing I could do, even if it meant moving to Mississippi.
Louisiana is the a-hole of the country.

I assume they are going to announce at some point he was "distracted" by a certain type of electronic device

You think the charges will stick?
I'm pretty sure he was arrested this early because he either admitted to being distracted by a cell phone or the local PD felt pressure since the victim was a politician

he was arrested because he broke the law stating you must give cyclist 3 feet when passing then subsequently killing said cyclist. i'm sure they will do appropriate forensics on his electronic devices before announcing he was texting and then charging him for that.

The law also says you shouldn't run into the back of a vehicle in front of you but it happens plenty of times causing injury/death without arrest
I'm all for punishing him but the application of law seems to be a bit stricter in this case than in many other similar cases

How? The distracted motorist that recently hit a cyclist on river road was also arrested.
Truck nut baws can't just run people over because they dont like people on bikes.

So what happens to his council seat?
I'm pretty sure that the council will vote to appoint someone who meets all the legal requirements to hold that office to fill the seat until an election can be held. They have a limited amount of time to do this and then (I think) the governor appoints someone if they can't get their shite together.
After someone is appointed to fill his seat in the interim, what happens next depends on how much time is left in Amoroso's term. If it's less than either 18 or 12 months (It's different for different offices and I don't remember and don't feel like looking it up), the appointee serves out the term and the seat comes up for election when it next normally would. If the remaining term is longer than the 12 or 18 months, then a special election will be called for the next legally available election day (the state specifies which days of the year elections may occur on and the next available day that allows for legally proper qualifying periods is usually selected) to fill the seat. Either way, the appointment will end upon the election of a new council member.
