I hate to say but this is why I'm looking at returning to West Virginia later in life. You aren't going to keep the Yankees and West Coasters out of Tennessee and they'll change it and price a lot of the natives out. It's one of the few good things about the West Virginia stereotypes, it keeps people from moving there.
The West Virginia economy is such that I would honestly prefer southwestern Virginia or western North Carolina. I just worry about the politics long term in those states. DC, NOVA and Richmond run Virginia and southwestern Virginia and the I-81 corridor barely matters. Raleigh and Charlotte run North Carolina and western North Carolina barely matters.
NC and VA long term are going to go Democrat. With that they'll have higher taxes. TN might not go Democrat, but they already have very high sales taxes. And the Yankees and West Coasters are going to make southwestern VA, western NC and eastern TN all unaffordable in terms of buying a house or any land. My first choice would be western NC, but I'm afraid a lot of those western NC towns are going to go the way of Highlands and Cashiers, enclaves for the rich.
I'm hoping WV stays very isolated. I partially grew up in northern WV, in Fairmont. Ironically not far from where Nick Saban grew up. Northern WV is a little cold though, I'm really considering the Lewisburg/White Sulphur Springs area, Fayetteville area and Charles Town/Sheperdstown/Harper's Ferry area (basically VA without the VA politics).

One way to try to keep them out is to levy a massive relocation tax on them if they’re from California, New York or some other real shithole that they helped destroy and from which they now try to escape.

The problem is they'll bring their wealth from selling properties in New York or California. Like you said, they wouldn't bat an eye.
It's happening here in Florida. Native Floridians are freaking out about the increase in their property taxes. I'm lucky, the townhome I own my property taxes only went up $200 this year, but I'm still paying $2,900 property taxes on a 3 bedroom/2 bathroom 1,400 square feet town home.
People coming from New York and New Jersey are laughing at it, as they're used to $8,000, $10,000, $12,000 property tax bills. So from their perspective, Florida is still cheaper and much more affordable.
It's going to get worse too, as hundreds of thousands of New Yorkers are going to flee NYC in the next few years. And they'll have the money to pay any type of relocation tax.
The other problem is that I'm sure it would be legally struck down. I'm also for a relocation tax here in Florida, but you wouldn't be able to specify "only from California or New York", it would have to be for everyone, otherwise it's probably stuck down.
And then that makes it worse. That then means people from New York or California are the only ones who move to your state. People from other southern or midwestern states don't move there because a relocation tax might impact them too much. Whereas for your average New Yorker or Californian, a relocation tax for them would be nothing. It would probably backfire big time.

Many already have. As Asheville continues to collapse internally, the virus spreads. Southwest of Asheville all the way down to the TN/GA border is the last remaining stronghold, but I have to admit the traffic is as bad as I’ve ever seen it.

It's pretty nice over there. I've done a ton of back roads bicycle racing and centuries in that area. God's country for sure.
My bff just retired from the Miami pd as a detective and bought 20 acres on a lake and building his dream house in that area.

When we moved back up here, we were asked if we were halfbacks. We weren't. My husband's Mother's family goes back at least a century.

I moved to Johnson City 24 years ago (from Atlanta), have said for the last 20 years that I was moving back "home" to the gulf coast...yet here I am. It's hard to leave this area, I still don't really consider it home, I've just been on a long vacation that unfortunately requires I work a full time job while visiting.
