I think he must be.

Even seen a new sign in front of his office on a side road that can be seen from I-12 near Essen lane.

If he wins and becomes Mayor do I call 311 for complaints or 111-1111.

And wasnt it a top 3 or 5 election for the number of seats available? He was 3rd or 4th IIRC but they had enough seats to fill that he got elected
