Appears to be some type of performative dance art.
Shreveport has really changed in the last 30 years.
I knew some really nice people that lived there, now they have moved just across the Texas border.

I've seen this tactic on videos of even the young troops doing this as well.
For example, there was a basketball game video where a group ganged up on a white kid at mid court, knocked him out in front of the ref, then two other players came in and kicked him in the head while he was unconcious.
Of course this never made the news.

Downtown is actually pretty quiet, day or night, except weekend nights on that one block of Texas Street across from Blind Tiger.
Folks like what you see in the video constantly spill out of the clubs there, or just gather in the street, and trouble ensues.
