Exactly, why wasn't he jailed when it was 60 degrees out for the same charges? How the dogs were kept was okay, up until it got cold?

While I can’t speak for animal control there, here it usually takes multiple offenses for you to be outright jailed for animal abuse.
Part of that “education” is usually citation and a reasonable amount of time to right said citation. People shouldn’t need any more of that.
Hell, I’d argue if you are planning on keeping a pet part of that is educating yourself on how they should be treated.
ETA: It says in the OP, animal control has been called multiple times for these animals.

Exactly my point. If it’s Unacceptable conditions, it’s unacceptable conditions. It can’t be fine at 33 degrees and jail worthy at 32.

I think the main disagreement we're all having in this thread might not actually exist. It's just a shitty attention grabbing news station headline and op's title that are misleading. No where in the article did I see anything about the arrest and complaint being related to weather. It was entirely for how the dogs were kept and treated, which I think we all agree is shitty.

Well this is just silly. #1, it ain’t even all that cold. #2 many animals absolutely love this sort of Weather, or it doesn’t bother them. It’s all contextual. You can’t say there’s “absolutely no reason”

Wonder what they would have done to the baw in the weather thread who had the Husky that was airing his balls out in the 36° breeze? Would they consider that "animal cruelty"? Because that good ol' baw was in the closest place to Heaven that he'd seen in years.

big difference between a husky and other dogs. i dont know why this is such a hard concept to grasp for some people here.

This dog owner is a pos. Why does someone acquire pit bulls and keep them on short chains in the yard apparently in all weather extremities, allow them to be malnourished, abuse them, etc. Why own these dogs? Their is likely more wrongdoing, perhaps even evil doing, behind this story.
