Not sure about best man duties.

Facts about the party:

-its a destination bachelor party...on a cruise
-the groom requested it

If anything, I would let everyone split it

But as a groom, I would not expect it to be covered by any means

Usually everyone pitches in, not just the best man.

I think everyone attending the party should split the cost of the grooms expenses.

In this case I'd say no. Not if he's the one requesting a trip.

Idk about best man only, but the groom shouldn't pay. Last wedding I was in the wedding party, there were about 10 of us that went on a trip and the other 9 of us just covered the total cost of the room.

No, that's bullshite to put that all on the best man. I would flat out say no. Party traditionally splits it.

Best man plans everything. Groomsmen split the cost of the groom's expenses.

Roofie his drink. You'll save money by not having to purchase additional drinks.

I agree with this but he was kind of a d-bag Asking for an expensive destination party like a cruise.

The groom requested a cruise for a bachelor party? That seems a little overzealous considering that can't be cheap for those attending. I would make him pay for it himself. In most instances though, pitching in is reasonable.
