Here's the other side of the coin.
Former co-worker of mine pulled over to help some guy who was flagging down traffic from a hotel parking lot because his truck broke down. As soon as he stopped, two guys came out of the bushes, put a gun to his head and stole his truck. When he told us this story, he said he was certain he was going to be killed. This was at like 430 pm on a Monday.
So to answer your question, I will help jump off someone's car during daylight hours in a well populated place.
But everyone has a cell phone now and they should be able to call a friend or automotive service if they need assistance.

Yes, almost always.
Once I was in a hurry and told a guy I didn't have cables. I still feel guilty.

I would help everyone I can if they have cables. But I don't carry jump cables in my truck.

I was at a Whole Foods the other day and a couple flagged me down in the parking lot for a jump. I obliged as I've been in their shoes and would hope someone would do the same. I got to talking with them and they said they had been there for an hour asking everyone that walked by. Blew my mind that that many people A) Don't have cables/starter box or B) Had the equipment but couldn't be bothered. It took me all of five minutes to pull over, hook up the cables, charge, and go.

Get a Power station from Costco. Jump start your car, USB charging station, A/C inverter, flashlight, air pump all included. $75. Improves your life, increases confidence in traveling, it's a cool item to pull out to help others as well. Connect to dead battery and KaPow! Cranks her right up.

I have helped every person who has ever asked. Only time I was ever nervous was on a dark, back road at night in Mississippi. Dude jumped out in front of me and pointed to his bike that was laid down. He said his battery had died and he needed a jump. I thought for sure I was getting set up so I put my gun in my coat pocket but it turns out he really did just need a jump. I've also given plenty of rides but you have to sit in the bed of the truck, not the cab.

I had to get a jumper box to jump people off, bc everything I've been driving lately has the battery under a backseat or under everything in the trunk.
