I think they are. Your hair is their art that you carry with you everywhere

In the 90s I went to Harry’s Bungalow Barber Shop in NOLA.

Harry had to be at least 75 years old. His hands shook as they held scissors near your head, and he always had a menthol cigarette in his mouth with an inch or more of ashes that needed to be flicked. Harry wasn’t an artist.

But Harry kept nudie mags in his waiting area, and you could smoke and drink beer while you waited.

Yes, I do! Ive seen some miracle performed with my own hair. LOL.

Also, one of my sons cuts his own hair with his back to the mirror while holding a mirror in one hand to see the back of his head. He shifts from right to left handed barbering with ease. Quite proficient I must say.

Depends. Your question is like asking whether someone who “works with stone” is an artist or craftsman. It depends.

I think that there is an element of art and artistry with every creative process. I think this is an innate part of being human. The question is only whether it speaks to you or not.

If Barbers are artists then I have had the ones that color outside the lines..
