I'm old enough to remember doing it. I was very young and this would have been mid to late 1970's. But I can remember throwing stuff out car windows all the time. The "keep America beautiful" ad campaign was needed.
Litter was just a normal thing. It was ridiculous thinking about it now.

i tend to see a disproportionate number of hispanics littering. considering the fact that they literally litter to give poor people jobs to do in latin america, I don't find this surprising.

That pisses me off. I'm a smoker, and I even pocket my butts on construction sites out of habit.
And a good tip if you're canoeing and drinking in a river where it's not allowed... Grab a bunch of old cans dumped in the river. You make a beautiful place less trashy, and if a cop or ranger pulls up on you, the old cans give you an alibi. I avoided a lot of problems paddling in Florida springs (and their crazy drinking laws) by doing that.

After driving through Livingston Parish over the weekend, I'd venture to say that all of the residents must litter as trashy as the roadways were.
