It's called an undercut. David Beckham made it popular and stylish several years ago. There are a few different variations of it, but definitely not the same as that shite In the second pic.
For anyone here who is secretly thinking about getting their hair cut this way, I would recommend going to someone who knows what the frick they are doing. If not, you are gonna look like a complete jackass with a really shitty haircut.
