I don't even know why this is a thing, what state you are in isn't going to determine shite. Look at the employees and where the establishment is at. That'll tell you what you need to know.

He could've worded it better, but he's pretty much correct. The "list" is only a search of online reviews mentioning certain words and complaints, by state. Naturally the bigger the state/population, the more restaurants and more reviews they're going to receive.
If the list was per capita or averaged out per number of restaurants in the state as a whole, then it would be more accurate to say "this state has the dirtiest restaurants". Instead it's just a list of the most reviews mentioning X, Y, Z by state

So, it's a misprint Illinois, Pennsylvania, Ohio, New York, North Carolina and Michigan aren't listed in this algorithmic Top 10...

Correct observation
In my youth was the best Italian pizza joint. Before cell phones you were entertained (and gambled on) the cockroaches on the ceiling while you ate. Another lobster place we raced the lobsters in the back alley and the loser went in the pot. Beats today and kids pissing in the pickle tub at your local McDonalds.
