Did we shut down too early?

Not asking if we should have or not but did we just do it to early? Here in Houston we are seeing a significant increase in cases and our numbers were originally not bad for the size of the city. Should cities have been shut down based off of cases per capita instead of just shutting down nationwide? I wondered if they every considered letting it spread in cities till it hit the a per capita number to help build up some heard immunity when re opening. This way when you reopen it spreads slower and a sustainable rate.
ETA: This argument is assuming you had to shutdown. Not shutting down is not an option.

You’re asking if people should have taken a more customized approach across a country if 350,000,000 as opposed to just do what New York is doing?

Had we not seen the huge spike in deaths we likely wouldn't have shutdown like we did.
The age group being infected now aren't the same as the initial group that resulted in lots of deaths. You would assume the death tolls won't increase like before

Most people will have to eventually deal with this virus. Shutting down does nothing but prolong the inevitable.

The shutdown in general was dumb....but let's just ignore that for posterity and say yes shutdown was necessary.
It was absolutely stupid to take a 1 size fits all approach to it. There was no reason for Texas, Arkansas, Florida, etc to be shut down back when NY, Louisiana, and Washington needed it. Likewise....it would be dumb for NY or Louisiana to shutdown now when it might need to happen in FL or TX.
Now back to reality....shutdowns were never necessary for anybody.

Shouldn't have shut down at all. Isn't it now obvious to everyone that there is no getting past this without getting a bunch of people infected and getting some degree of immunity? Look at NY, Sweden, Italy, etc. They are clearly on the back end of this and deaths have fallen off a cliff. Was it painful to get there? Yes, but it is the only way.

Man, the media's love affair with New York and Cuomo is disgusting.
Never got grilled for the shitty decisions made at the beginning (sending infected nursing home patients back to the homes from the hospital to save capacity) and likely releasing phony LTC facility death numbers because off how they count, but they are now praising him/them because they are bouncing back.
No shite! They had the scary (aka "bad") epidemic curve we were all told to avoid. No wonder they're numbers have improved so much.
Now other states on their "scary spike" (Texas, Florida, etc.) are getting shite on because they actually flattened their curves at the beginning.

My fiancé’s Aunt tested positive twice here in Houston. First test was in mid May along with the entire nursing home but didn’t get results back until 3-4 weeks later. During that time, she developed pneumonia and was tested again individually a day before she passed. Both were positive.
Does that count as two positive tests here in Houston? I’m sure they counted both when they pulled daily numbers. But it only counts as one death? Is that 50% mortality rate for her or 100%?
Point is, there are issues with testing and what positive tests actually mean for this virus.

Probably not. The images from Italy and the news coming out of NY freaked everyone out. Without that and the death toll (which is about 45% of U.S. total) early on, this would have damn near been a nothing burger.

We took a half measure between two solutions:
Viral elimination
Herd immunity
If we were going to shut down, it should’ve been hard and fast, but we half-assed it. Now, we have people still afraid of something that will propagate regardless of what we do besides becoming eternal hermits.
