Quit and leave. F*ck em. There is a huge shortage of construction workers these days and they can easily find alternate work of similar pay and skill.
I had an old friend that lives a urban liberal educated life tell me that flying the flag is so "trumpy" lately. Um, no, it's American. We all own this flag, everybody of every race and creed that is a citizen has an equal claim to it. THat's the beauty of our system.

There's a lot of missing information but if enough paying visitors complain the park has to consider their views, however it might be something as simple as improper flag guidelines.
If the flags are 3'x4' and only mounted 1' above the equipment they would surely come in contact with the equipment and get soiled.
Were some of the flags flown upside down?
Are there rules that govern contractors that don't apply to visitors?

Doxing the Superintendent is Wrong in today's volatile climate! There's a male deputy superintendent that might have talked to the construction worker, and what if he's lying?

One ANONYMOUS construction worker made this claim, which hasn't been verified.
The article is however, Doxing a Superintendent.
Perhaps the construction worker that is afraid to share his or her identity has a beef with Park Rangers and they've made the whole thing up?!

Has there been a denial by the agency or that individual yet? Seems like a pretty easy way to dispel the rumor if untrue.
