The article is however, Doxing a Superintendent.

Perhaps the construction worker that is afraid to share his or her identity has a beef with Park Rangers and they've made the whole thing up?!
There's a lot of missing information but if enough paying visitors complain the park has to consider their views, however it might be something as simple as improper flag guidelines.
If the flags are 3'x4' and only mounted 1' above the equipment they would surely come in contact with the equipment and get soiled.
Were some of the flags flown upside down?
Are there rules that govern contractors that don't apply to visitors?
