You don't need a hurricane to worry about that.
enough saturation and a small, but strong gust can knock a tree over.

Doesn't matter nearly as much as how shallow the root system is.
roots that are widespread but shallow, it won't take much rain to loosen and a sustained period of gusts can topple it.
