They used these puppies to keep livestock from damaging trains
Seems one of these would be similar for trucks
If you remember the old TR7's they were pretty efficient at killing everybody.
Low to ground profile
Small sports car
Fast speeds
Wedge shaped front end
Apparently at speed, the wedge would cleanly slice the legs about 8 inches from the road and the clean cut allowed the carcass to roll up the wedge till it contacted the windshield where the glass easily shattered sending all kinds of shrapnel into the head and upper torso of driver and passenger.
Old TR7 for folks who never saw one

Deer have become politically correct, expect a lawsuit and cop to arrest you for whistling at deer. You should instead talk to the deer in their preferred pronoun.

They absolutely work.
Jam one in your arse. The sound you will produce will cause any quadrupeds to scatter.
As a bonus, farting becomes a lot more whimsical.

I’d try it.
A Santa Cruz would get fricked up by a deer.

Doubtful
Not debating your faith but you look far too young to be a good Catholic with the proper training in your youth.

How many young Catholics today know how hip being Catholic is?
Vatican Rag
The intro is good but the tune starts around the 1:45 mark
Get in line in that processional,
Step into that small confessional,
There, the guy who's got religion'll
Tell you if your sin's original.
If it is, try playin' it safer,
Drink the wine and chew the wafer,
Two, four, six, eight,
Time to transubstantiate!

Is it just snake oil or do they work?

Get a big front grill guard, every time you see one "gas it".
If you get one throw it in the back and have Maw clean it fer dinner when you get home.

Do deer take the road or the tracks?

They are very effective at parting you from your money.
Tell your girlfriend to clean the kitchen.

I noticed after they were installed is that rather than running away a lot of the deer would just stand there and freeze, looking confused as I drove by.
Were you driving at night with your lights on?
Have you ever fished with Tennessee bait?

Dude they run in front your vehicle.
the dude already said he doesn't know if it even helps. you probably drive by 10,000x more animals than run in front of your car.
So you are gonna disturb all those animals by putting a whistle on your car that you admit may do nothing.

This is not something new, they made them for years, and they work.

exactly what these people sound like.
Save one car from getting hit while disturbing the entire ecosystem/wildlife as many miles as you drive.
for these whistles to work they would have to be audible to animals. imagine being a dog chilling in your back yard during the day and people constantly driving by with these things attached to your car whistling all day.
it's like covid rules making everyone stay home so that 93 year old grandma doesn't get sick.
If everyone had one of these on their car the dogs in every neighborhood would never stop barking.

The state should just put up a deer crossing sign so they know where to cross if it's that many of them.

How Effective Are Deer Whistles to Avoid Vehicle Collisions?
Conclusions
Given their research experience, the Georgia-based researchers concluded the following: “Considering the challenges of producing sound at appropriate intensities and distances from a moving vehicle, deer hearing capabilities, human safety concerns, and our observed lack of behavioral responses of deer to sound treatments, auditory deterrents do not appear to be appropriate for prevention of deer-vehicle collisions.”
LINK
Discouraging Results
Based upon the observed response of 319 deer, the researchers concluded the pure tones did not alter deer behavior in such a way as to prevent deer-vehicle collisions. In other words, the simulated sounds of deer whistles were no more effective than no sound at all.
Overall, 54 percent to 71 percent of the observations were classified as neutral, meaning more than half the time deer did not alter their behavior in response to the test vehicle. Only the lowest frequency tested (.28 kHz) produced a significant response. And that was unfavorable, because deer were more likely to enter the roadway in response to the treatment.
