Cover your apartment in Ajax laundry detergent. Wait about 12 hours and vacuum it up. That will take care of the bed bugs.

Buy about 3 bug bombs, close up everything, set them all off and leave for the day or overnight.

Call your landlord. A professional will have to treat your apartment as well as the ones on either side of yours. Those frickers can get behind outlet covers so until you do it right they'll just keep coming back.
