bullshite. Its a misunderstanding either way, at that point you don't make a deal out of it, you open your doors in time of need. A family memeber is forced to evacuate with no belongs and no guarantee his house would be there up in return. And you make a scene about tiny house kept dogs?
frick that, I would rather sit in the storm than deal with people like that.
It's like "volunteering" at a shelter but only helping clean people.

If a family that had pets was evacuating, my assumption is that he brings the pets with him. But, if someone didn't want my pets, I would decline to stay and find another place. I would not leave my dogs in the car.

That is a dick move by the family member and you should call and get things straight. He invited your dad, if he knows how much his dogs means to him, he shouldn't be surprised he brought them and even if he was, this is a situation he needs to make an exception. We are talking about small dogs right? As long as your dad tends to them and they are not a problem there shouldn't be a problem.
You should call the family member and ask him why is it such a problem. At worse there was a communication breakdown.. Big deal, your dad just wanted to get away from the storm.. And why would he assume he would leave his dogs home, especially if there is a threat of flooding? Does your dad live alone? If so, his dogs are probably family members to him so the family member needs to stop being a dick.

Listen. I would have turned the dogs away. I don't want my hardwoods scratched. Sorry I view dogs as property, and can easily be replaced.

So allowing a family member keep their small dogs with him fills the house up with smoke, makes everything smell like cigarettes, causes cancer.
